This document describes the importance and competitive advantages of contracting civil society organizations (social contracting) using public financing for the provision of health services. It is based on experiences and recommendations of six Latin American and Caribbean countries regarding their strengthening to achieve the sustainability of the responses to HIV and TB, and it is a tool for countries in transition or ineligible to receive support from international agencies and donors.
